§ Mr. KeyGoods vehicle operator discs are primary intended to assist the police and other enforcement organisations who carry out checks on heavy goods vehicles. Should members of the public who wish to register a complaint concerning a goods vehicle have difficulty in readily identifying the operator of the vehicle, they should contact the local traffice office quoting the vehicle's registration mark.
