§ Mr. BrookeProgramme-making is primarily the responsibility of the broadcasters. However, provisions in the Broadcasting Act 1990 help to promote programme-making in both Wales and Scotland through the arrangements for S4C and the Gaelic television fund. Additionally, the Welsh and Scottish ITV companies, in common with all Channel 3 licensees, are required to produce 80 per cent. of their regional programming in the area of their licences.
The Government plan to publish a White Paper in the spring with proposals for the future of the BBC, including its role in programme production.
