§ Sir Wyn RobertsGovernment policy on retail development is set out in planning policy guidance note 6, "Town Centres and Retail Developments". Local planning authorities shall determine applications for retail development and, where feasible, propose sites in their local plans taking into account the needs of the community, the likely effect of any development on the vitality and viability of existing town centres and whether access provides a choice of transport modes.
