§ Mr. AtkinsI have not responded to the Director General of Gas Supply's recent comments as the funding of energy saving expenditure through the "E" factor is a matter for her and British Gas plc. The Government are fully committed to the Energy Saving Trust, and the target for reducing carbon dioxide emissions by the year 2000.
