To ask the Secretary of State for the Environment what study his Department has made of the extent to which estate agencies are refusing to deal with properties which are situated above the fifth floor in tower blocks bought under the right-to-buy legislation; and if he will make a statement.

None. The Department has no evidence to suggest this is a widespread problem. Research has been commissioned into the scale and range of problems leaseholders of council flats have with service charges and resale of their dwellings. Preliminary data are expected shortly.
