To ask the Secretary of State for the Home Department (1) how many prosecutions there were in(a) 1992 and (b) 1993 for incitement to racial hatred under sections 17 to 23 of the Public Order Act 1986; and how many of these prosecutions were successful;

(2) what penalties have been imposed upon conviction for people successfully prosecuted for incitement to racial hatred under sections 17 to 23 of the Public Order Act 1986 for each year since 1987.
