asked Her Majesty's Government:

Which bodies they had consulted before deciding to include Clause 24 in the Deregulation and Contracting Out Bill, and whether they will list bodies consulted under each of the following headings:

  1. (a) freight transport interests.
  2. (b) trade and business interests.
  3. (c) London borough councils which are members of the London Boroughs Transport Committee.
  4. (d) other London borough councils.
  5. (e) committees and associations representing more than one London borough.

Before publication of the Bill, the Minister for Transport in London held meetings with the Freight Transport Association and the London Boroughs Transport Committee.

If the Secretary of State for Transport were to propose to use powers contained in Clause 24 of the Bill he would do so only after full consultation with all interested parties.
