To ask the President of the Board of Trade what recent representations he has received from the National Federation of Retail Newsagents; and if he will make a statement.

This body is to meet my officials shortly, prior to submitting written representations as part of the statutory consultation process on an order which I have proposed under the Fair Trading Act 1973 in relation to the wholesale supply of national newspapers to retailers in England and Wales. The proposed order follows a Monopolies and Mergers Commission report which identified certain practices of newspaper wholesalers as being against the public interest. I will carefully consider their views, along with all the other representations I receive during the consultation period which runs until 31 March.

To ask the President of the Board of Trade what safeguards he intends to introduce to ensure a fair and level playing field to ensure the continuation of the home delivery service in respect of newsagents.

I have announced a consultation period until March 31 on my proposed order under the Fair Trading Act 1973 relating to the supply national newspapers in England and Wales. I am prepared to consider any representations that the industry wishes to make to me as part of this process on home delivery, or on other issues.
