asked Her Majesty's Government:

On what date the Criminal Injuries Compensation Board specifically requested the Secretary of State not to appoint a day when Section 108 et seq. of the Criminal Justice Act 1988 ("The Criminal Injuries Compensation Scheme") should come into force pursuant to Section 171 of that Act (as stated by Earl Ferrers, Hansard, 20 January 1994, col. 722); whether such request was made by letter or other writing, and, if so, what were the terms of such letter or writing; and, if not, how such request was made.

The request was made orally by the chairman of the board to Ministers during 1989. The decision not to implement the statutory scheme was announced by the then Home Secretary on 8 December 1989 (Official Report, col. 410). Further explanation of the reasons was given in evidence to the Home Affairs Committee in December 1989 (see paragraph 39 of the Second Report of the Session 1989–90, ordered to be printed 24 January 1990).
