§ Mr. NorrisConsultancy contracts are not let against simple terms of reference, they are let taking account of specification and conditions which need to be established to understand the scope of the work involved. If the hon. Member has a particular interest in any one of the cases listed in my answer of 31 January, I will be happy to respond.
