To ask the President of the Board of Trade what is his overall policy on the sale of major manufacturing companies to overseas interests.

[holding answer 4 February 1994]: The Government generally welcome foreign investment in United Kingdom companies. Only in exceptional cases would I consider using the powers I possess.
