HL Deb 07 February 1994 vol 551 c117WA
Lord Ironside

asked Her Majesty's Government:

To what extent market testing in the Sovereign Base Areas in Cyprus has increased the opportunities for dependants of serving members of the Armed Forces to gain employment as a result of in-home bidders winning contracts.

Viscount Cranborne

Market testing has not increased the opportunities for dependants of serving members of the Armed Forces to gain employment as a result of in-house bidders winning contracts. The United Kingdom authorities would continue to be the employer if the activity remained in-house and as such would be required to comply with the Treaty of Establishment's provision on labour employment policies regarding the employment of Cypriot labour.

Lord Ironside

asked Her Majesty's Government:

Whether bidders for activities being market tested in the Sovereign Base Areas in Cyprus have to comply with requirements in the Treaty of Establishment to employ Cypriot labour.

Viscount Cranborne

Yes, they are legally obliged to do so.
