To ask the Secretary of State for the Environment what is his assessment of the adequacy of stabilisation of carbon dioxide emissions at 1990 levels as a United Kingdom contribution to the global restriction of carbon dioxide emissions.

Mr. Atkins

The United Kingdom's programme of measures aimed at returning emissions of carbon dioxide to 1990 levels by 2000 fully meets our commitments under the United Nations framework convention on climate change. The adequacy of the convention's commitments is due to be reviewed by the conference of parties to the convention in 1995, and again by 1998.
