How the views of married couples on the desirability of a scheme for fully transferable personal tax allowaces were canvassed.

In 1986, the Government published a Green Paper,The Reform of Personal Taxation, which described a scheme of independent taxation of husband and wife with fully transferable tax allowances. During a period of consultation following publication of the Green Paper, representations were received from approximately 70 organisations and 400 individuals.
