The treatment of this GAE assessment has been changed for 1994–95 following a decision by the joint Scottish Office—COSLA distribution committee of the working party on local government finance to discontinue the secondary indicator for the assessment. This indicator —the number of unemployment benefit recipients per 1,000 population—was no longer considered to be plausible.
