§ Mr. KeyA reorganisation of the Department's staff has established a small unit to develop design, build, finance and operate contracts. This will put into effect the policy announced by the Secretary of State on 2 December, in response to the results of the consultation paper "Paying for Better Motorways". The units' staffing is building up as the workload increases.
