§ Sir John Cope[holding answer 31 January 1994]: Customs officers were asked to inspect the cargo on board ship, and to inspect the ship's papers relating to it.
610WA visual inspection of the cargo, stowed on deck, was carried out. Inspection of the ship's holds was also made so far as it was possible without offloading the cargo ashore.
