To ask the Secretary of State for Health how many children in the northern region have been born mentally handicapped in each year since 1989; and what was the name of the village or town of each child.

Severe learning disability is not always detectable at birth. The overall prevalence in the United Kingdom of severe learning disability is estimated to be between three and four per 1,000 population.
