§ Mr. SackvilleWhen the National Blood Authority took over management control of the regional transfusion centres on 1 April 1994, the regional transfusion directors became directly accountable to the chief executive of the authority. The National Blood Authority decided that this change gave rise to the need for a new management structure based on three zones, notwithstanding the authority's proposals for reorganising the blood service.
