To ask the Secretary of State for Social Security if he will introduce a scheme to provide for the deduction of benefit for those in receipt of invalidity benefit who are at risk of imprisonment for non-payment of fines.

Arrangements currently exist for making payments of invalidity benefit to a suitable third party where the beneficiary becomes incapable of managing his or her own affairs through mental impairment. It is also possible to divert payments to protect the interests of the beneficiary or his family where there are exceptional circumstances. We have no plans to extend these arrangements.
