To ask the Secretary of State for Foreign and Commonwealth Affairs what investigations of human rights records are undertaken before aid is given to a particular country; and if he will make a statement.

Mr. Goodlad

We keep the human rights record of individual countries under regular review. We rely on information from a wide range of sources including our overseas posts and international and non-government organisations. We also co-ordinate our views with other Governments, notably in the European Union. Decisions on provision of aid take explicit account of recipients' human rights record alongside consideration of other criteria for aid.
