To ask the Chancellor of the Exchequer what assessment he has made of whether the terms of reference of the banking ombudsman adequately deal with complaints by non-customer third parties; and if he will make a statement.

[holding answer 19 December 1994]: The banking ombudsman is appointed by an independent council. His terms of reference are a matter for them, but I understand that the ombudsman does, from time to time, look at cases brought by non-customers.
