To ask the Secretary of State for Health what plans she has to assist local authorities to maintain residents with preserved rights in their own home; and if she will make a statement.

People living in their homes are not eligible for preserved rights to higher rates of income support. These apply only to people who are resident in nursing homes and residential care homes on 1 April 1993.
