To ask the Secretary of State for Social Security, if he will make it his policy to ensure that housing authorities should not pay housing benefit until they are satisfied that the property is fit for human habitation.

Local authorities already have considerable powers to ensure that dwellings meet standards of fitness for human habitation. Housing benefit is available to help people who have a legal liability to pay rent for their accommodation.
