To ask the Secretary of State for Social Security if he will make it his policy to ensure by legislation that disabled people have the same civil rights as non-disabled people.

Our policy is to combine legislation with education and persuasion to produce positive and lasting results in tackling discrimination against disabled people.

I announced a comprehensive package of anti-discrimination measures on 24 November, which outlined the Government's plans to introduce legislation in the areas of employment, access to goods and services and the establishment of a national disability council and other initiatives in the areas of transport and education to give disabled people greater independence. Our goal is the elimination of discrimination against disabled people.

The first phase of a publicity campaign aimed at raising awareness amongst the general public was launched in early December.
