§ Mr. MossResources are allocated to health and social services boards by the Department on a block grant basis. The level of resources expended on child care provision is determined by each board in accordance with the strategic priorities for the board area. Actual expenditure on child care provision expressed as a percentage of total personal social services expenditure in each of the health and social services boards in each of the last five years was as follows:
