§ Mr. David DavisWe believe that the United States embargo against Cuba is primarily a bilateral matter for those two Governments to resolve. But we and EC partners made clear to the United States Government our opposition to the extraterritorial extension of the embargo by the Cuban Democracy Act before that Act was signed in 1992. We have reaffirmed our view on many occasions since.
