To ask the President of the Board of Trade if he will make a statement on the Director General of Electricity Supply's report, "Trading Outside the Pool".

I welcome the director general's report and accept his conclusions. I note that further reforms in pool trading are anticipated. I look forward to further reforms in the way the uplift element of the pool price is handled and share the director general's wish to see progress in permitting local trades between generators and second tier suppliers - that is, trades on the customer side of a grid supply point rather than trades across the grid itself.

The director general has stated that he would be prepared to reconsider the issue of "Trading Outside the Pool" at some future date if circumstances warranted. I consider this a sensible and pragmatic conclusion.
