To ask the Secretary of State for Foreign and Commonwealth Affairs to what extent the human rights record of a country is a criterion for the provision of aid; and if he will make a statement.

Aid allocation decisions take account of a range of criteria. These include human rights as part of good government. Other criteria include poverty and commitment to appropriate development policies.
