Officials wrote to members of the public who had expressed an interest in the appointments in response to the White Paper, or who had registered an interest in this 495W type of work with the public appointments unit at the Cabinet Office.
In addition, police authorities were encouraged to bring the appointments to the notice of local community groups whose members might be interested in them.
