To ask the Secretary of State for the Environment (1) what is the effect of the external finance limit on the EFL in the case of English Partnerships on the public sector borrowing requirement;

(2) what is the effect of guarantees provided by English Partnerships on the PSBR.

The public sector borrowing requirement takes account of English Partnerships' external finance limit. Any calls arising from guarantees that English Partnerships give must be accommodated within its EFL, and therefore have no direct effect on the PSBR.
