§ Mr. Roger EvansThe average loss per home owner who starts claiming income support with mortgage interest payments, arising from the changes introduced in the budget between April and October 1995 is estimated at around 25p. This estimate is based on the 1993 ASE, uprated to 1995–96 levels, and is rounded to the nearest 5p.
The proposed changes to be introduced from October 1995 will be subject to wide consultation. The financial effect will depend on the outcome of the consultation and the final detail of the scheme.
