Mr. John M. TaylorThe Lord Chancellor's Department estimates the percentage of households qualifying for civil legal aid without a contribution as follows:
- 1990: —29 per cent.
- 1991: —25 per cent.
- 1992: —27 per cent.
- 1993: —21 per cent.
The figures are based on the family expenditure survey reports for the years in question.
