§ Mr. David DavisThere are no formal agendas for European Councils although the President of the Council circulates his suggested themes for discussion a few days in advance. The likely subjects for discussion were set out in the memorandum by my right hon. Friend the Foreign and Commonwealth Secretary to the Foreign Affairs Select Committee, which was sent to the Committee on 24 November.
