To ask the Secretary of State for the Home Department what plans he has to use the military corrective training centre at Colchester as a model for young offenders in prison institutions and detention centres.

[holding answer 1 December 1994]: Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given.

Letter from Derek Lewis to Mr. Alan Meale, dated 30 November 1994: The Home Secretary has asked me to reply to your recent Question about what plans there are to use the Military Corrective Training Centre at Colchester as a model for young offenders in prison institutions and detention centres. Prison Service staff have visited the corrective training centre in Colchester, as well as establishments operating vigorous and demanding regimes in the United States of America. We are interested in applying relevant and effective aspects of these regimes in our young offender institutions, but it would not be possible simply to use the Military Corrective Training Centre as a model without modification in a civilian establishment.
