To ask the Secretary of State for Transport if he will introduce legislation to make it an offence to(a) own and (b) sell a vehicle or motor cycle with its chassis, engine, or vehicle identification number defaced or missing; and if he will make a statement.

It is already an offence to use a vehicle on the road in contravention of the Road Vehicles (Construction and Use) Regulations 1986 which set out the requirements for identification plates for all types of vehicles.

The Road Traffic Act 1988 makes it an offence to sell an unroadworthy vehicle. Unroadworthiness is defined in terms of defects which carry potentially serious road safety implications. I have no plans to widen the scope of that provision.
