19. Mr. Rooney

To ask the Secretary of State for Social Security how many applicants for income support were denied benefit under the habitual residence test in its first three months of operation.

Provisional figures from the Benefits Agency indicate that 6,388 applicants failed to satisfy the habitual residence test. Approximately 2,300 of these were asylum seekers and were entitled to income support under the urgent cases provisions.
