What was the estimated expenditure on Disability Working Allowance in 1993–94, what was the actual expenditure, and what is their explanation of any discrepancy.

The Government's planned expenditure for Disability Working Allowance was £10 million1 in 1993–1994. The actual expenditure was £7.2 million2. This discrepancy is due to the fact that Disability Working Allowance is a new benefit and forecasts were inevitably tentative.
