To ask the Secretary of State for the Home Department what considerations led him to refuse to give consent over a byelaw on the consumption of intoxicating liquor in public places in Leamington Spa.

My right hon. and learned Friend has not refused to give consent to the byelaw. Home Office officials wrote to Warwick district council on 29 November seeking some additional necessary information to enable the byelaw application to be further considered.
