§ Mr. FreemanSavings and efficiency gains against the Department's competing for quality programme are calculated against a baseline of the annual cost of the existing activities before market testing. For costing purposes, it would be expected that full costs, representing the total cost of resources used in providing a particular service, including the direct costs of the service and a proportional share of overhead costs, would be used.
