The Home Secretary has asked me, in the absence of the Director General from the office, to reply to your recent Question asking if he will list the prisons in England and Wales at which physical restraints have been used on (a) men and (b) women inmates and the number of times such restraints were used in each establishment during 1993.The number of applications of restraints under Rule 46 of the Prison Rules 1964 and Rule 49 of the Young Offender Institution Rules 1988 are given in the attached table.The figures do not cover the use of restraints whilst prisoners are being escorted between Prison Service establishments, or between cells or to the governor's office within an establishment.
