§ Mr. Heathcoat-AmoryUnder the terms of the 22 April North Atlantic Council decision, either NATO or United Nations commanders can initiate a request for air strikes. Both must agree before air strikes can take place. Authorisation for air strikes must then be given by the United Nations Secretary-General's special representative in the former Yugoslavia, Mr. Akashi. There is no requirement for any further consultation.
