To ask the Secretary of State for the Environment what representations he has received from industry that regulations to ban the sale of high-sulphur fuels and unauthorised fuels in smoke control areas would result in a significant increase in regulatory burdens and costs.

Mr. Atkins

[holding answer 25 April 1994]: I have received a number of such representations from industry and in view of the decline in annual average concentrations and emissions of smoke and sulphur dioxide from domestic sources, further regulations are not proposed at present.
