To ask the Secretary of State for Scotland what consideration he has given to the establishment of a Police Complaints Authority or similar body in Scotland; and what are his conclusions.

Following a review of the existing complaints procedures by Her Majesty's inspectorate of constabulary, published on 11 February 1993, my right hon. Friend concluded that a Police Complaints Authority would not be established for Scotland.
