Whether they will study the administrative advantages of merging the Directorate General of Prison Services for England and Wales with those for Scotland and Northern Ireland

Her Majesty's Government have no plans to do so. The current arrangements reflect the separate criminal justice systems within the United Kingdom and the diverse history and management of the three Prison Services.
