No. The United Nations Secretary-General delegated authority for authorising the use of air power in close air support of UNPROFOR personnel to his Special Representative in the former Yugoslavia on 11 February 1994. It was the Special Representative who authorised the use of NATO air power in response to a request from UNPROFOR on 10–11 April.
