§ Mr. HawkinsTo ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement about the source of funding for compensation payments to complainants as provided for in the Intelligence Services Bill.
§ Mr. Douglas HoggUnder the provisions of the Bill, the tribunal may direct my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs to pay to a complainant such sum by way of compensation as may be specified either by the tribunal or by the commissioner. My right hon. Friend the Foreign Secretary would consider all the individual circumstances of a case before determining from which budget any compensation award would come. Any payments would have to come out of existing provisions.
