§ Mr. Douglas HoggIn Iraq's case, the terms of the fullscope safeguards agreement, concluded pursuant to its membership of the NPT, have been subsumed into United Nations Security Council resolutions requiring Iraq to surrender to the IAEA all its nuclear weapons-usable material for destruction or removal. Moreover Iraq may not in the future acquire, research or develop any materials relating to nuclear weapons. The IAEA is at present setting in place a monitoring regime to ensure that weapons programmes of this type cannot be regenerated in Iraq.
