Why the document issued by the Departments of the Environment and Transport, Planning Policy Guidance, Transport, dated March 1994, Part 4 of which addresses pedestrianisation, makes no mention of disabled people who have difficulty in walking or cannot walk.
§ The Parliamentary Under-Secretary of State, Department of the Environment (The Earl of Arran)The Town and Country Planning (Development Plan) Regulations 1991 require planning authorities to have regard to social considerations in preparing general policies and proposals in development plans.
Planning Policy Guidance Note 12 (PPG12): Development Plans & Regional Guidance says that authorities should consider the relationship of specific planning policies to social needs and problems, including their likely impact on disabled people.
The requirements outlined in the regulations and PPG12 should be taken into account by planning authorities when they implement the guidance given in Planning Policy Guidance Note 13: Transport.
The Department of Transport publishes advice for all modes of transport on the provision of facilities for disabled people.
