New written instructions have been issued, requiring that:all plans or proposals of this sort be referred to a senior official before any action is taken;any item intended for publication in the departmental journal 'Court Business'—through which instructions to courts are promulgated—be approved by a senior official.New arrangements have also been introduced requring that the final draft of "Court Business" be submitted to a senior official for approval, before publication.
